Chief Information Officer, ProQuest, LLC

Rich Belanger, Chief Information Officer, leads ProQuest's global technology organization and global Content Operations. He is responsible for client-facing systems including the ProQuest platform, ProQuest Dialog, Chadwyck-Healy, ProQuest Congressional, eLibrary, and HeritageQuest. Additionally, he is responsible for all back-office and infrastructure across the company.

Before joining ProQuest, Mr. Belanger was Vice-President and General Manager, Technology, for J.D. Power and Associates where he developed the company's technology strategy and managed execution of all client-facing and internal systems, including cloud infrastructure, web content delivery, client analytics, business intelligence, data management, CRM and finance.

Prior to J.D. Power, Mr. Belanger was CTO for Target Software, a leading provider of custom fundraising software systems for large non-profit organizations, and Forrester Research, a global research and advisory firm. At Target Software, he transformed the company's core product from an on-premises system to a hosted, on-demand model that led to significant growth in the business. At Forrester, he created a flexible platform using a robust web content management system and a redesigned open source infrastructure. Earlier in his career, he held senior management positions with Mainspring Communications and Thomson Reuters.

Mr. Belanger holds a bachelor's degree in Physics from Middlebury College.
